CHALLENGES AND OPPORTUNITIES FOR THE PRESERVATION OF IMMOVABLE CULTURAL HERITAGE IN BULGARIA

RESUME

Cultural heritage, and in particular immovable cultural heritage, represents the link between the past and the future. Therefore, it is closely associated with the identity, cultural values, and collective memory of Bulgarian society. The preservation of immovable cultural heritage is enshrined in Article 23 of the Constitution of the Republic of Bulgaria. At the same time, its spatial and territorial protection is regulated by several special laws – the Cultural Heritage Act, the Spatial Planning Act, the Regional Development Act, as well as the relevant secondary legislation. In recent decades, the understanding has increasingly emerged that the preservation of cultural properties cannot be left to the management and administration of various institutions, among which there is little to no adequate communication. It has given rise to the idea of developing international and European standards that define common principles and methods for research, documentation, conservation, restoration, and preservation. These standards are not merely technical documents: they introduce ethical and qualitative criteria, ensure professionalism in every intervention, and provide clarity to the processes involved.
